Your role

Maintaining strong relationships with government stakeholders, particularly with the Ministry of Finance and the Ministry Foreign Affairs, is key to our license to operate, since FMO is 51% owned by the Dutch State. In this role you will continuing active relationships with the Dutch State. You manage stakeholder engagement with key government partners, with the aim to garner support for FMO and the fulfilment of its strategy. You build public affairs networks with political parties / Members of Parliament, work on FMO positioning with them and set up meetings for FMO’s leadership team. Based on your findings of what is happening in debates on development cooperation and private sector development both inside and outside the Netherlands you advise how FMO should position itself in these debates. With other FMO departments and teams you think on FMO’s wider stakeholder engagement efforts with NGOs, NVB, academia and other development banks or multilateral institutions.

This role encompasses amongst others:

  • Supporting the FMO leadership team, among others by preparing meetings and policy consultations with the State and related stakeholders.
  • Coordinating government policy meetings, quarterly meetings, monthly Board meetings and working meetings including ministerial trips, knowledge sharing events and events such as embassy days.
  • Connecting the dots between various government-related workstreams across FMO
  • Coordinating responses to WOO requests, parliamentary questions, and delivery of reporting requirements government.
  • Monitoring, signaling and prioritizing issues and trends.
  • Increasing the knowledge of the employees of the ministries on FMO.

Your team

The Stakeholders, Strategy and Knowledge Management department (“SSKM”) has strategy at its core, supporting the Managing Board and FMO leadership on key topics throughout the “strategy cycle”. The key activities are:

  • Strategic context and trend analysis.
  • Support for strategic interaction with key stakeholders and policymakers – in particular the Dutch government.
  • Responsibility for and facilitation of strategy setting, annual business planning and project selection and monitoring.
  • Key support for a “learning organization” via performance monitoring and follow-up by way of evaluations and knowledge management.

Having just completed an update of the FMO corporate strategy, the department will play a key role in the coming years supporting the various other departments with their specific plans and overall implementation of the strategy. Ensuring we stay on course strategically will also be done via annual planning and project portfolio management. The team vibe is warm, professional and helpful to each other.

Your background

You have an affinity with FMO's vision, purpose, and mission, with wide interests in development cooperation and social and political trends and developments. You are familiar with public affairs and possess excellent social and political awareness. Understanding and handling sensitive stakeholder situations is one of your core competencies.

You know both the Dutch and European political and regulatory landscape and are sensitive to threats and opportunities for FMO as well as for our key stakeholders. You possess strong interpersonal skills with the ability to work within and across teams while creating good working relations with colleagues and relevant stakeholders. You are able to analyze and integrate diverse information from varied sources into strategic and tactical conclusions and recommendations. You are a proactive and results oriented person.

Besides this, you possess:

  • university-level degree, ideally in a relevant field.
  • at least 10 years of relevant work experience, preferably in financial services, government or a Public Affairs agency.
  • excellent oral and written communication skills in English and Dutch.

Good to know:

  • We are currently exploring an expansion of the PA team and greater centralization and orchestration of stakeholder engagement activities across FMO which may lead to this role becoming part of a larger team in a Corporate Engagement department.
  • This role is for 32-36 hours a week.
